Visto d’ingresso per lavoro autonomo
Il visto per lavoro autonomo, ai sensi di quanto disposto dal Decreto del Ministero degli Esteri 850 del 11/05/2011, consente l'ingresso in Italia, ai fini di un soggiorno di breve o lunga durata, a tempo determinato o indeterminato, allo straniero che intenda esercitare un'attività professionale o lavorativa a carattere non subordinato.
Condizione essenziale è che non si tratti di un’attività di lavoro riservata dalla legge ai cittadini italiani, o di uno degli Stati membri dell’UE.
I requisiti e le condizioni per l'ottenimento del visto sono stabiliti dagli art 26 e 27 del D. lgs. 286/1998, e dagli art 39 e 40 del D.P.R. 394/1999, e successive modifiche ed integrazioni degli articoli suddetti.
In particolare il comma 22 dell’art 40 del Dpr 394/99 recita:
“Gli stranieri di cui all'articolo 27, comma 1, lettere a), b), c) (professori universitari destinati a svolgere in Italia un incarico accademico) e d) del testo unico possono far ingresso in Italia anche per effettuare prestazioni di lavoro autonomo. I corrispondenti ingressi per lavoro autonomo sono al di fuori delle quote stabilite con decreto di cui all'articolo 3, comma 4, del testo unico.
In tali casi, lo schema di contratto d'opera professionale è, preventivamente, sottoposto alla Direzione provinciale del lavoro del luogo di prevista esecuzione del contratto, la quale, accertato che, effettivamente, il programma negoziale non configura un rapporto di lavoro subordinato, rilascia la corrispondente certificazione. Tale certificazione, da accludere alla relativa richiesta, è necessaria ai fini della concessione del visto per lavoro autonomo, in applicazione della presente disposizione”.
Per ottenere il visto, il lavoratore non UE deve anche dimostrare il possesso di:
- un alloggio idoneo nel luogo di svolgimento del contratto;
- un reddito, proveniente da fonti lecite, di importo superiore al livello minimo previsto dalla legge per l'esenzione dalla partecipazione alla spesa sanitaria (8.500 euro);
- nulla osta provvisorio ai fini dell'ingresso, rilasciato dalla Questura territorialmente competente, previa richiesta del Docente straniero o suo delegato.
Nota bene: la seguente procedura non si applica a cittadini UE, della Svizzera e degli Stati SEE (Islanda, Norvegia e Liechtenstein). Per evitare il ricorso al visto per lavoro autonomo, necessario per poter ricevere un emolumento o un rimborso spese, si suggerisce se possibile che il Dipartimento proceda col pre-pagato nei confronti del Visiting.
Procedura:
1) il Dipartimento o Struttura dell’Ateneo richiede alla Direzione (Ispettorato) Territoriale del Lavoro, del luogo in cui l’attività verrà eseguita, la certificazione che il programma negoziale non configura un rapporto di lavoro subordinato. La richiesta va fatta in bollo, a nome del Direttore del Dipartimento, allegando il contratto di prestazione d’opera intellettuale, agli indirizzi mail PEC: Questo indirizzo email è protetto dagli spambots. 2) la Direzione Territoriale del Lavoro, verificato che il contratto sottoscritto tra l’Università ed il Professore non configura un rapporto di lavoro subordinato, rilascia il certificato richiesto alla Struttura dell’Ateneo, che lo inoltra al Docente straniero trattenendo una copia per l’Ufficio;
3) delega al Direttore del Dipartimento: il Docente non UE contatta l’Ambasciata/Consolato italiano nel proprio Paese di residenza per effettuare la delega (tradotta e con legalizzazione della firma del Delegante - se la ns. Ambasciata/Consolato non effettua più la legalizzazione della firma del Docente estero, il Visiting Fellow deve rivolgersi ad un Procuratore nel proprio Stato di residenza) al Direttore del Dipartimento ospitante a Pisa, affinché quest’ultimo possa successivamente, per conto del Docente non UE, richiedere alla Questura di Pisa la verifica (nulla osta) che non sussistano, nei confronti del Docente non UE, motivi ostativi all’ingresso e soggiorno nel territorio Italiano per motivi di lavoro autonomo. Per effettuare la delega occorrono documento di riconoscimento del mandante (passaporto, se possibile) e generalità complete della persona cui si conferisce la delega (copia della carta identità/passaporto del Direttore del Dipartimento);
4) richiesta nulla osta provvisorio ai fini dell'ingresso: la richiesta di nulla osta (sulla non sussistenza di motivi ostativi all’ingresso e al soggiorno nel territorio italiano) va fatta dal Direttore del Dipartimento interessato alla Questura di Pisa in bollo, allegando il Certificato della Direzione Territoriale del Lavoro, la delega summenzionata (punto 3) e i documenti attestanti la sistemazione alloggiativa del Docente non UE;
5) dopo la verifica della documentazione, la Questura rilascia il NULLA OSTA provvisorio al Docente straniero (o suo delegato) affinché provveda a richiedere, accludendo anche il certificato della Direzione Territoriale del Lavoro, la specifica tipologia di visto d’ingresso denominato: "VISTO PER LAVORO AUTONOMO ai sensi dell’art. 27, comma 1, lett. c”.
Attenzione: solo in presenza di questa precisa tipologia di visto il Professore potrà lavorare e ricevere compensi dall’Università. Per il ritiro del nulla osta dalla Questura (che appone il timbro del nulla osta sulla lettera di richiesta), il Direttore del Dipartimento può a sua volta incaricare altro personale del Dipartimento;
6) Ottenuto il visto, e arrivato in Italia, entro 8 giorni lavorativi dalla data di ingresso il Docente fa richiesta di permesso di soggiorno, in presenza di visto di tipo D relativo a soggiorni superiori ai 90 gg.
N.B: L'ingresso in Italia per lavoro, sia autonomo che subordinato, nel campo delle professioni sanitarie è, comunque, condizionato al riconoscimento del titolo di studio effettuato dal Ministero competente (art 49, comma 1bis, Dpr 394/99)

Admission requirements a.y. 2025-2026
The admission requirements to apply to the Bachelor’s degree in Management for Business and Economics for the academic year 2025/2026 are:
- A secondary school qualification or a qualification awarded abroad, which is recognized as eligible in compliance with the existing Italian legislation, awarded by 31 December 2024.
- One of the following tests (to take before applying):
- ENGLISH TOLC-E test;
- TOLC-E with English Language Section;
- SAT test;
- GMAT test;
- ACT test.
Application procedure a.y. 2025-2026
- Submit application online on Alice Portal by 12.00 AM of the application deadline, following the instructions provided on Matricolandosi website in the section “How to sign up to the admission test“. In order to sign up you, you will have to register on Alice portal and during this phase you will be asked to write your tax code (just leave it blank if you do not have it yet) and the residence permit (if you live aborad and you do not have it, just write a random date in the expiration date box);
- Then upload the ENGLISH TOLC-E/TOLC-E/SAT/GMAT/ACT certification - mandatory document;
- English Language certification (B2, C1, C2 or further level) - optional document;
- Once you have completed the registration, a receipt of registration to the admission test with a unique number will be available.

Master in Exploration and Applied Geophysics
